Boris, a lowly Russian civil servant, is part of a mission assigned to attend a Peace Conference in Italy. At their arrival in Venice, hapless Boris gets separated from the group, and ends up alone, without a penny. Propaganda-fed Boris is positive that he is now in the most decadent of all capitalist countries. Then he meets Maria, a good-hearted young veterinarian who helps him realize his mistake. But he still has to face his compatriots who accused him of treason.
